UNITED NATIONS, September 15—Venezuelan President Hugo Chávez stated today at the World Summit celebrating the 60th anniversary of the UN that the organization is useless, and called for it to be moved from U.S. territory to an "international city" that is yet to be created, AP reports.

"The new headquarters of the United Nations must be in the South," Chávez said, speaking before the General Assembly of presidents, heads of state and kings from 170 of the 191 member states, adding that the document that is coming out of the Summit is "invalid, null and void," because it was passed in violation of UN regulations "with a dictatorial hammer blow" five minutes after being distributed to delegates in English only.

Chávez emphasized that "if we are going to approve this, we are lost: let’s turn off the lights and close the doors and windows."

The leader of the Bolivarian Revolution was applauded three times during his speech, which was not the case with the 100-plus speakers who preceded him over two days.

After affirming that the purpose of the summit had been completely distorted, he asserted that the Millennium Goals would not be achieved even though they were "extremely modest."

"The focus of the discussion imposed on us is an ill-named reform process (of the UN) that relegates what is most urgent to the background; what the peoples of the world are urgently demanding are measures for dealing with the problems that are preventing and blocking our countries’ efforts at development," he stated.

"The United Nations has exhausted its model," he affirmed, and immediately demanded an institutional redefinition
